　　如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；
 

　　The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);
 

　　The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
 

　　B. 投標(biāo)人應(yīng)為本次投標(biāo)所投產(chǎn)品的制造商或者授權(quán)代理商。如果投標(biāo)人是代理商，則須提供制造商有效授權(quán)書(shū)；如投標(biāo)人為制造商同一集團(tuán)負(fù)責(zé)銷(xiāo)售投標(biāo)所投產(chǎn)品的全資子公司、控股子公司(投標(biāo)人應(yīng)提供制造商或其上級(jí)公司證明上述事項(xiàng)的證明文件)，則視投標(biāo)人為制造商。不能再將此貨物同時(shí)授權(quán)給其他投標(biāo)人參與投標(biāo)，否則相關(guān)的所有投標(biāo)將被拒絕。
 

　　The bidder shall be the manufacturer or agent of the bidding products. If the bidder is an agent, a valid Letter of Authority from Manufacturer shall be provided. If the bidder is a wholly-owned subsidiary or holding subsidiary of the same group as the manufacturer responsible for sales of the bidding products, the bidder shall provide relevant evidence documents from the manufacturer or its superior company to prove the above matters, and in such case the bidder shall be deemed as the manufacturer. The bidding goods cannot be authorized to other bidders to participate in this bidding at the same time, otherwise all related bids will be rejected.

　　A. 特種設(shè)備證書(shū)：管道式超聲波流量計(jì)到貨時(shí)應(yīng)隨貨提供《特種設(shè)備監(jiān)督檢驗(yàn)證書(shū)(壓力管道元件制造)》。對(duì)國(guó)內(nèi)制造的流量計(jì)(殼體)，投標(biāo)文件中應(yīng)提供《中華人民共和國(guó)特種設(shè)備生產(chǎn)許可證》(壓力管道元件)，許可范圍應(yīng)包括流量計(jì)(殼體)。
 

　　A.Special Equipment Certificate：For in-line ultrasonic flowmeters, a Supervision and Inspection Certificate for Special Equipment (Manufacture of Pressure Piping Components) shall be provided together with the goods upon delivery.For flowmeters (Shell) manufactured domestically, the bidding documents shall include the Manufacture License of Special Equipment of the People’s Republic of China (Pressure Piping Components), and the licensed scope shall cover the flowmeter (Shell).
 

　　B. 防爆證書(shū)：投標(biāo)人必須提供產(chǎn)品制造商的防爆電子式儀表的國(guó)家授權(quán)防爆認(rèn)證機(jī)構(gòu)頒發(fā)的《產(chǎn)品防爆合格證》
 

　　B.Explosion-Proof Certificate: The Bidder must provide the Product Explosion-Proof Certificate of Conformity for the manufacturer’s explosion-proof electronic instruments, issued by a nationally authorized explosion-proof certification body.
 

　　C. 其他證書(shū)：投標(biāo)人應(yīng)取得并提供《中華人民共和國(guó)計(jì)量器具型式批準(zhǔn)證書(shū)》。
 

　　Other certificate:The Bidder shall obtain and provide the Type Approval Certificate for Measuring Instruments of the People’s Republic of China.

　　2015年1月1日至投標(biāo)截止日(以合同簽署時(shí)間為準(zhǔn))，投標(biāo)人至少具有2個(gè)應(yīng)用于
 

　　乙烯裂解裝置 或
 

　　苯乙烯-環(huán)氧丙烷(SMPO)裝置 或
 

　　聚醚多元醇(DMC-POD)裝置 或
 

　　裂解汽油加氫裝置
 

　　單個(gè)合同供貨數(shù)量不少于4臺(tái)的超聲波流量計(jì)合同業(yè)績(jī)。
 

　　上述業(yè)績(jī)合同中有一個(gè)滿足包含至少1臺(tái)公稱(chēng)通徑不低于DN2000技術(shù)條件的液體插入式超聲波流量計(jì)。
 

　　This project does not accept bids from agents (resellers).
 

　　From January 1, 2015 to the bid submission deadline (determined based on the contract signing date), the bidder shall have at least two contract performance records？for ultrasonic flowmeters applied in one or more of the following units:Ethylene cracking unit，or Styrene Monomer–Propylene Oxide (SMPO) unit，or Polyether polyol (DMC-POD) unit，or Pyrolysis gasoline (Pygas) hydrotreating unit.
 

　　For each such contract, the supplied quantity shall be no fewer than 4 ultrasonic flowmeters.
 

　　Among the above performance contracts, at least one shall include a liquid insertion-type ultrasonic flowmeter with a nominal diameter not less than DN2000 that meets the technical requirements.
 

　　同一集團(tuán)全球范圍內(nèi)不同制造商(即同一集團(tuán)旗下的全資子公司或控股子公司或制造工廠)制造的超聲波流量計(jì)的業(yè)績(jī)，視為投標(biāo)人所投超聲波流量計(jì)的制造商的業(yè)績(jī)；投標(biāo)人應(yīng)提供說(shuō)明函，說(shuō)明本次所投超聲波流量計(jì)的制造商與滿足上述業(yè)績(jī)要求的產(chǎn)品制造商屬于同一集團(tuán)。
 

　　The performance of the Ultrasonic flowmeter submitted by different manufacturers within the same group (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of Ultrasonic flowmeter submitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of the Ultrasonic flowmeter submitted in this bid and the manufacturer of the Ultrasonic flowmeter meeting the above performance requirements belong to the same group.
 

　　投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括：1)銷(xiāo)售合同和2)用戶簽字或蓋章的到貨驗(yàn)收材料(到貨驗(yàn)收單或調(diào)試驗(yàn)收?qǐng)?bào)告或其他可以證明合同項(xiàng)下貨物已經(jīng)到貨驗(yàn)收的有效證明材料)。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、合同簽署頁(yè)(國(guó)內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國(guó)際貿(mào)易合同應(yīng)有雙方簽字或蓋章)、制造商名稱(chēng)、裝置名稱(chēng)、貨物名稱(chēng)、供貨數(shù)量。
 

　　若業(yè)績(jī)合同為年度協(xié)議，除提供年度協(xié)議外，還應(yīng)提供相應(yīng)的已到貨訂單，訂單內(nèi)容或編號(hào)應(yīng)與年度協(xié)議相關(guān)聯(lián)。同一個(gè)年度協(xié)議下提供1個(gè)或以上的訂單及與訂單對(duì)應(yīng)的到貨驗(yàn)收材料均算為1個(gè)有效業(yè)績(jī)。
 

　　The bidder shall submit the performance record form in the prescribed format along with relevant supporting documents, which must include:sales contracts and delivery acceptance materials signed or sealed by the end-user (such as delivery acceptance forms, commissioning acceptance reports, or other valid documentation proving goods acceptance under the contract);all submitted proof documents must contain at minimum:the contract signing date, executed signature pages (with both parties' official seals for domestic contracts, or signatures/seals for international contracts), manufacturer's name, plant/installation name, description of supplied goods, and supplied quantity.
 

　　If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders and corresponding acceptance evidence under the same annual agreement is considered as one valid performance.
 

　　未提交業(yè)績(jī)證明文件，或通過(guò)所提供的業(yè)績(jī)證明文件無(wú)法認(rèn)定滿足上述業(yè)績(jī)要求的，均視為無(wú)效業(yè)績(jī)。
 

　　If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.
 

　　如果投標(biāo)人是代理商,2022年1月1日至投標(biāo)截止時(shí)間(以合同簽署時(shí)間為準(zhǔn))，投標(biāo)人應(yīng)具有至少1個(gè)合同與本次投標(biāo)同類(lèi)產(chǎn)品的銷(xiāo)售業(yè)績(jī)，并提供相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于銷(xiāo)售合同復(fù)印件，至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、合同簽署頁(yè)(國(guó)內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國(guó)際貿(mào)易合同應(yīng)有雙方簽字或蓋章)、貨物名稱(chēng)。未提交業(yè)績(jī)證明文件，或通過(guò)所提供的業(yè)績(jī)證明文件無(wú)法認(rèn)定滿足上述業(yè)績(jī)要求的，均視為無(wú)效業(yè)績(jī)。
 

　　If the bidder is an agent, the bidder shall have at least one sales contract performance of similar valve in this bidding from January 1st, 2022 to the deadline for submission of the bid (subject to the signing time of the contract), and provide corresponding documentary evidence. The sales performance documentary evidence includes but not limited to a copy of the sales contract, which should at least reflect the following contents: the date of contract signing, the contract signing page (domestic trade contracts should have signatures？and？seals from both parties, international trade contracts should have signatures or seals from both parties), and the name of the goods.？If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.

　　The decryption time limit of the bid documents is 60 minutes.It's deemed to fail to decrypt when the bidder fails to decrypt within the given time. Under the circumstances, it's deemed that the bidder withdraw the bid documents according to the regulation of Electronic Tendering and Bidding Methods.
 

　　投標(biāo)人對(duì)開(kāi)標(biāo)有異議的，應(yīng)當(dāng)在開(kāi)標(biāo)現(xiàn)場(chǎng)提出，招標(biāo)人當(dāng)場(chǎng)做出答復(fù)，并制作記錄。未在線上開(kāi)標(biāo)現(xiàn)場(chǎng)提出的開(kāi)標(biāo)異議，不予受理。
