中化建國(guó)際招標(biāo)有限責(zé)任公司受招標(biāo)人委托對(duì)下列產(chǎn)品及服務(wù)進(jìn)行國(guó)際公開(kāi)競(jìng)爭(zhēng)性招標(biāo)，于2025-11-28在中國(guó)國(guó)際招標(biāo)網(wǎng)公告。本次招標(biāo)采用電子招標(biāo)方式，現(xiàn)邀請(qǐng)合格投標(biāo)人參加投標(biāo)。

　　項(xiàng)目概況:中海殼牌石油化工有限公司(以下簡(jiǎn)稱“中海殼牌”)擬在廣東惠州大亞灣石化產(chǎn)業(yè)園區(qū)新建中海殼牌惠州三期乙烯項(xiàng)目，以實(shí)現(xiàn)其打造世界級(jí)、高度一體化的石化基地的愿景。
 

　　資金到位或資金來(lái)源落實(shí)情況:已落實(shí)。

　　(1)資格要求 Requirements for Qualifications of the Bidder ★
 

　　A. ★如果投標(biāo)人為中國(guó)境內(nèi)注冊(cè)公司，投標(biāo)人需具有合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照，投標(biāo)時(shí)需提供原件掃描件(原件備查)；
 

　　If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scannedcopyoftheoriginal document(withtheoriginalskeptavailableforverification).
 

　　★如果投標(biāo)人為中國(guó)境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；
 

　　If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.
 

　　★投標(biāo)人為分公司的，需具有合法有效的營(yíng)業(yè)執(zhí)照(境內(nèi)注冊(cè))/公司登記注冊(cè)證明(境外注冊(cè))和上級(jí)法人單位授權(quán)書(shū)(授權(quán)該分公司投標(biāo)和簽訂合同)，投標(biāo)時(shí)需提供原件掃描件(原件備查)。
 

　　If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification).
 

　　★招標(biāo)人認(rèn)可該分公司和上級(jí)法人單位的資質(zhì)、資格和業(yè)績(jī)，不認(rèn)可同一上級(jí)法人單位的其它分公司的資質(zhì)、資格和業(yè)績(jī)。分公司與上級(jí)法人單位只可一家參與投標(biāo)，同時(shí)參與投標(biāo)的，投標(biāo)均無(wú)效。
 

　　The qualifications, eligibility and performance of the branch and its superior legal entity shall be recognized by the Procuring Entity(Company/Purchaser), while the qualifications, eligibility and performance of other branches under the same superior legal entity shall not be recognized. Only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall be regarded as invalid bids.
 

　　B. ★不接受代理 Bid by an agent is not acceptable 本次招標(biāo)不接受代理商投標(biāo)。集成商視為制造商。投標(biāo)人應(yīng)是投標(biāo)貨 物的制造廠商(包括制造廠商所在集團(tuán)內(nèi)負(fù)責(zé)銷售的公司)。如果投標(biāo)人 是制造廠商所在集團(tuán)內(nèi)負(fù)責(zé)銷售的公司，應(yīng)提供聲明，說(shuō)明投標(biāo)人與制造 廠商隸屬同一集團(tuán)，負(fù)責(zé)投標(biāo)貨物的銷售工作。
 

　　Bid by Agent is not accepted. the integrator considers the manufacturer. The bidder shall be the manufacturer of bid goods (including companies responsible for sales within the manufacturer's group). If the Bidder is a company in charge of sales within the manufacturer's group, a statement should be provided indicating that the Bidderand themanufacturerbelong tothe samegroup and areresponsibleforthesale of the bid Goods.
 

　　D. 是否接受聯(lián)合體投標(biāo)：否
 

　　Is any bid by a consortium or a joint venture accepted? No.
 

　　E. 未領(lǐng)購(gòu)招標(biāo)文件是否可以參加投標(biāo):不可以

　　(2)資質(zhì)要求及證明文件
 

　　投標(biāo)人所投微量氧分析儀的傳感器應(yīng)取得防爆檢驗(yàn)機(jī)構(gòu)的相應(yīng)防爆等級(jí)的《防爆合格證》，防爆等級(jí)不低于 IIC T4，《防爆合格證》應(yīng)由NEPSI、CQST、PCEC、IECEx、ATEX 之一或國(guó)家認(rèn)可的其他防爆認(rèn)證機(jī)構(gòu)出具。且可通過(guò)證書(shū)頒發(fā)機(jī)構(gòu)網(wǎng)站核實(shí)。投標(biāo)時(shí)需提供原件掃描件(原件備查)。
 

　　The sensors in the Trace oxygen analyzer submitted by the bidder shall obtain the "Explosion Protection Certificate" with the corresponding explosion protection class from an explosion protection inspection agency, with the explosion protection class not lower than IIC T4. The "Explosion Protection Certificate" shall be issued by one of NEPSI, CQST, PCEC, IECEx, ATEX, or another nationally recognized explosion protection certification agency.and the certificate can be verified on the website of the issuing institution. When submitting the bid, a scanned copy of the original certificate mustbe provided (with the original kept available for inspection).
 

　　(3)業(yè)績(jī)要求 Requirement for Bidder's Past Performance:
 

　　2015 年 1 月 1 日至投標(biāo)截止日(以合同簽署時(shí)間為準(zhǔn))，投標(biāo)文件應(yīng)同時(shí)滿足以下業(yè)績(jī)要求(可接受以下兩項(xiàng)要求同時(shí)體現(xiàn)在一個(gè)合同)：
 

　?、?投標(biāo)人所投的微量氧分析儀的制造商至少具有 1 個(gè)合同業(yè)績(jī)，且單個(gè)合同數(shù)量不少于 3 臺(tái)。
 

　　② 投標(biāo)人具有至少 1 個(gè)分析儀系統(tǒng)集成的合同業(yè)績(jī)。
 

　　FromJanuary1st, 2015 to the deadline forsubmission ofthe bid (subjectto the signing time of the contract), the tender documents should simultaneously meet the following performancerequirements (Ifthefollowingtworequirementsareinonesamecontract, it can be accepted.)： ① The manufacturer of the Trace oxygen analyzer submitted by the bidder must haveatleastonecontract , and the quantityof a single contract shall not be lessthan 3 sets.; ② The bidder must have at least one contract performance for system integration of analyzer cabins .
 

　　投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：銷售合同復(fù)印件。
 

　　The bidder shall submit the Performance Form in the specified format and provide the relevant performance certification documents. The performance certification documentsinclude butnotlimitedto :copiesof Sales contracts.
 

　　同一集團(tuán)全球范圍內(nèi)不同制造商(即同一集團(tuán)旗下的全資子公司或控股子公司或制造工廠)制造的所投產(chǎn)品的業(yè)績(jī)，視為所投產(chǎn)品的制造商的業(yè)績(jī)；投標(biāo)人應(yīng)提供說(shuō)明函，說(shuō)明本次所投產(chǎn)品的制造商與滿足上述業(yè)績(jī)要求的
 

　　產(chǎn)品制造商屬于同一集團(tuán)。
 

　　The performance of the products submitted by different manufacturers within the same group (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of the products submitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of the products submitted in this bid and the manufacturer of the products meeting the above performancerequirementsbelongtothesamegroup.
 

　　投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、合同簽署頁(yè)(國(guó)內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國(guó)際貿(mào)易合同應(yīng)有雙方簽字或蓋章)、貨物名稱、制造商名稱、①中體現(xiàn)微量氧分析儀數(shù)量等。
 

　　The performance certification documents submitted by the bidder must include at least the following contents: the contract signing date; the contract signature page (China domestic trade contracts shall be stamped by the buyer and the seller, while international trade contracts shall be signed or stamped by the buyer and the seller); the name of the goods; Manufacturer name, the number of trace oxygen analyzers reflected in ① .
 

　　若業(yè)績(jī)合同為年度協(xié)議，除提供年度協(xié)議外，還應(yīng)提供相應(yīng)的已到貨訂單， 訂單內(nèi)容或編號(hào)應(yīng)與年度協(xié)議相關(guān)聯(lián)。同一個(gè)年度協(xié)議下，提供 1 個(gè)或以 上的訂單及與訂單對(duì)應(yīng)的到貨驗(yàn)收材料，均視為 1 個(gè)有效業(yè)績(jī)。
 

　　If the contract is an annual framework agreement, in addition to the agreement itself, the corresponding Purchase Order(s) (PO)(under which the goods were delivered) shall also be provided, and the purchase order content or PO numbering shall be associated with the annual framework agreement. Under the same annual framework agreement, one or more purchase orders and their arrival acceptance certificate(s) corresponding to the orders shall be deemed as one valid performance.
 

　　未提交業(yè)績(jī)證明文件，或通過(guò)所提供的業(yè)績(jī)證明文件無(wú)法認(rèn)定滿足上述業(yè)績(jī)要求的，均被視為無(wú)效業(yè)績(jī)。
 

　　Failure to submit the past performance certification documents, or inability to confirm thattheabove performancerequirementsaremetthroughthe performancecertification documents so provided, shall be deemed as invalid performance.
